It says 'used' as in they were manufactured, but didn't pass inspection...so it's basically just the latex(?) that was recycled. It's not condoms that people used for the intended purpose first and then recycled. (Think about it---who in the heck is standing around bedside to collect them after the owner has finished to ship them off to be used for hair bands!?
