She needs to be looking for this dog's owner right now. Maybe you could offer to take the dog to the shelter for her to see if it's chipped? At any rate, you can check at the local shelters and watch for ads about a lost dog that fits this dog's description. If you see such an ad, you can tell them where you think the dog is without giving them any information about yourself (if you don't want to). If you see such an ad or hear of someone inquiring at a shelter, you can tell your manager that you think someone is looking for the dog. Surely she wouldn't keep the dog if it were obvious that someone was looking for it.
