Wow~your neighbor/manager has put you into a very tuff situation. This is not "finders keepers loosers weepers" and every effort needs to be made to find this dogs owner by this woman and now you have been put into a no win situation. If it were me I would not ask her to look for the owner but firmly tell her it must be done immediately and by keeping this dog it is theft. I am sorry but someone that had ethics like her, I would not be able to continue to be friends with them. As for her being your manager, how could your employer trust this woman to be in a position of authority when she had total disregard for the law in stealing someone's beloved and obviously well taken care of dog. It wouldn't even be a questions for me, I would have told her right from the beginning that she needed to do the proper thing. There is no nice way to do this IMO except to tell her to take the proper steps or else you will. End of story.
