When we got pepper, it was very obvious that she had been abused. At only a year old we were her fourth owner and she had been sent from different breeders across the country. Every time someone new came around, she puked and started shaking.
Our vet told us to let her come out of her shell on her own and to watch carefully and give her treats at the first sign of involvement to encourage her to come closer. We have slowly brought her around more new people and pets and she does a better job every time.
My advice is to pay attention and to give a treat if she starts interacting, encourage playing by keeping her favorite toys nearby and I know it sounds corny, but tell her how proud of her you are when she does.
