Have you thought about grooming him yourself?
We just recently started doing that with two of ours.
Sue who is a member on here and is a professional groomer sells a video on how to groom your Yorkie.
If this isn't something you think you want to do, I would suggest bringing pictures with you that show a cut style that you are looking for. I think we have all learned the hard way, that you have to be really specific.
Are there other groomers you can try in your area? Your Yorkie is a puppy and if you haven't been happy with his cuts and they are now telling you to sedate him
I would, be looking for a new one! Alot of dogs are afraid of clippers and scissors, puppies especially!
