Actually, I'd say that he HAD TO accept blame for the problems involving Katrina. With his approval rating at his lowest yet,...at 39%...he needs to raise it back up.

We're still in a war (Iraq) and have troops there longer than "planned/expected".
We're still trying to rebuild Afghanistan (and have troops there).
We're still in talks w/ North Korea over nukes (over one year now).
We've pointed our finger at Iran saying they are using nuclear technology to make weapons.
And now there is the aftermath of Katrina...
