Some people use the method of pushing their fingers farther into the mouth when the pup tries to bite, this causes a slight gag reflex, and works very well. Use the words, "No Bite." And place the dog down afterwards. Give them a suitable chew toy or bully stick. After a few minutes you can pick them up, but repeat if they bite again. There are teething now so this biting and chewing will be happening for a while. You can't expect this to work, after one try, although it sometime does. Just keep repeating. I'm a little concerned that he bites the arms as well; it sounds like he may be getting too worked up.
