Some of the legislation is at a national level, but most at a state level. Pennsylvania, has tried to introduce new legislation that is backed by the governor of that state, after the Oprah show informed so many people about puppy mills. The puppy mill is a huge lobby and very hard to fight, they send out lots of misinformation in order to get good breeders scared and often band with them in order to keep government out of their business.
