When I lived in OC it was almost 300 for my female pom. Then I moved to Corona and my female chi was like 60. They get you with the blood work. That's what the majority of the cost is. My vet here pretty much doesn't do it. The majority of dogs do not have issues. He does test when the dog is elderly or has a history of allergies or other issues. I know that there will be a lot of people saying they wouldn't get the dog fixed w/o bloodwork, but 4 out of my 6 dogs were fixed by him and there were NO problems.
I would call around a bit more. Or you can PM me and go to my vet out here in Norco. I have had many friends from OC commute out here because the prices are so good. My pom's teeth cleaning was 75 and the OC vet wanted 200. Once again, bloodwork.
And before anyone replies, please dont' get on me about bloodwork. I trust my vet whole heartedly. I have been going to him now for 4 years and when I grew up in Upland he was our family vet for 15. I have never had anything bad happen with him. That's a pretty good record.
