Same question here.... My Tinkerbell is 16 weeks old. Her bottom row of teeth (the middle five or so) are barely showing. She was at the vet a week ago and I asked about it. The vet said that it is very common in Yorkies, especially the tiny ones, for them to develop much more slowly than the average puppy.
Tinker is 22oz at 16 weeks, so I guess she currently qualifies as a tiny girl. Although, with the amount of food that she consumed today, I feel a growth spurt coming.
So, according to my vet, there is nothing to worry about. I hope she is right.
