Well, I'm just guessing that it may have been pulled out at one time as Little Bit said and has grown back that way, and you just didn't notice it til now??? I just checked Halle again and hers is definitely shorter hair in that spot; I put my finger under it to make sure.
As an added note of interest, we had a mixed cocker spaniel. When he was very young (and so was my daughter), she tried putting the hair on one of his ears in a little pony tail using a rubber band. She must have had it in pretty tight and don't know how long it was there before I noticed it, but I had to cut the rubber band out of it. Point is, his hair was very black and the strands of hair in that spot came back in an off white color.
