While you may do what it takes which is wonderful, unfortunately many will not.
Rescue fees do two things...they weed out people who absolutely cannot afford and we all know that yorkies can be high maintenance. Yes, you are fortunate that yours are healthy. Not all are...and accidents also can happen. It sounds like you are a good parent who has thought ahead and would do what it takes.
It saddens me to tell you that it is not always the case.
The other thing rescue fees do is support the entire concept....rescues have to get money to care for the sicker yorkies. That is why the fees for the younger, healthier ones are always more. And, trust me, it takes a lot more than adoption fees to care for some of the issues we get!
