I was going to respond in the same manner as the training guide. Use an underhand motion, not an overhand motion. If it makes you feel better, my Lacey does this when she gets frightened or unsure. She's about 3-4 lbs now, full grown, I've had her since a little one, but when my grandchildren come over, they want to play with her so badly they can't stand it. She's so cute and just their size (they are 2yrs-14yrs of age). Although Lacey loves attention, when it comes at her all at once, she will back away just like Bailey, even to me. When it happens, I pick her up, put her in my lap, stroke and talk softly to her and sometimes will give her a little Nutricale (sp?).
