he could of been mistreated so when you bend to give him loves he may think your gona hurt him, what you could do is sit on the floor at his level and slowley put your had out to touch him and see how that goes, poor little fellow would proberly love a cuddle realy but to unsure if he will get one it can take time for trust to come from a abused doggie
