A kennel licensee means nothing in regards to getting a good dog, it just means that that this particular person sells so many dogs that the USDA requires her to get a license. The United States Department of Agriculture requires licenses by people who sell over a certain number of dogs a year, they only have to follow the rules listed for all livestock, which as you probably know are not necessarily humane. |
