Could be yeast. Take her to her vet. I'm sure they'll know exactly what it is and start her on treatment.

Mimi had yeast (due to her allergies) and kinda looked like that but smaller. I didn't notice it until I bathed her. Had her seen and he gave us a solution for the water. Pretty much bathe her in this and let her air dry. The spots are almost all gone.
