We had the same thing happen with our little yorkie at around 4 months. His one ear would go up and down and we never knew if it was going to stay up. Since I liked his ears hairy I left them growing. I was later told that while they are teething their ears can flop and it is very important to keep the leather shaved (or trimmed short) to help the delicate tissue stay up on it's own without having to fight the weight of the hair. By then it was too late for us to shave his ears or tape them, but it has become part of his character. And he's perfect! But when I got my other yorkie I did go to the groomer every other week to get the ears tipped. I would go in and ask the groomer to ONLY tip the ears while I waited and the groomer charged $5.00 for this service.
