Default How do I keep my yorkie puppy from picking on my Golden retriever?

My dogs get along rather well and they play very nicely. My retriever is 2 and has less puppy energy and when she is trying to nap my little yorkie is jumping on her and nipping at her. I tell him no and try to occupy him myself with the kids or his toys. Well this evening he ran from me straight to my retriever and he bit her eyelid and she was sleeping and moved her arm out out of shock and my little boy yelped and barked. It was an awful sound and I nearly fainted. I checked him out and he's been playing fine running eating acting normal. I'm worried about him but he's acting like his usual rambunctious self. How do I really teach him manners so he stops harassing my bigger dog. He'll even go into her food and get her to leave her bowl. If she has a toy she'll give it to him if he wants it. i just can't can't belive this little guy is being the bossy one. Any advice?
