I truly believe that's your problem. If you are not consistently praising and treating him then how will he know that what he's doing is desired? You need to GO CRAZY when he goes outside. Find something he'll go crazy for. With my dogs, it was cheese so we used little pieces of cheese every time we went out to potty. They caught on in under two weeks.
Also, are you taking him out enough? I forget how old he is but he probably needs to go out, first thing in the morning, then ever 2-4 hours, and last thing before bed. If you go outside and he doesn't go, WAIT. Potty training takes time. If he's going 10 minutes after you come back inside, he obviously has to go so you just have to be patient and persistent. The training is tough but it will pay off in the end.
