Using a condioner afterwards is a very good suggestion. My Suzi had Dandruff from a over the counter Puppy Shampoo. She was very uncomfortable, and itchy.
I bought a different puppy shampoo from the Vet. It worked perfectly. I also changed her diest to a higher quality food. No more Dandruff, or itchiness.
