Bless you for trying to rescue these little dogs. I can't imagine Maltese being outdoors all the time, let alone in Maine. Lady won't even step outside in the rain!
Unless this man can show you proof of vaccination, assume that they will need all their shots updated. I would do what most rescues do - bring them directly to your vet for an exam before even bringing them home. Your vet can give them each a Capstar pill to kill any fleas instantly.
If they are matted, you will probably have to shave them down completely. Maltese have very different coats than Yorkies - much more difficult to keep mat free.
