Question Is this really helping?

We have been having a horrible time with Harley and his potting lately. He will use his potty pad all day while we are at work, but does not want to once we get home (he does NOT get taken out of the house to potty). If we go into the bathroom with him, he will lay in the floor, lay on his potty pad, look at us like we are crazy until we will let him out (we will stay in there with him for at least 10-15 minutes.) If we put him in the room by himself to go potty he will pee right in front of the door and then lay in it and bark until we let him out, at which time he runs full force from the bathroom leaving a trail behind him. My husband started putting the pad right in front of the door and leaving him by himself. He does go on the pad, only because it is under him. Is this really helping him to use the pad while we are home or is this just helping us to not have to clean up a mess. Also I wonder if since he stays in the bathroom while we are at work if taking the pad out once we get home might help that way he doesn't think we are leaving again? Sorry so long, thanks in advance for any help.
