I'm sorry your having trouble, I think it's not that unusual for them to not be trained before 8 months, and many have a setbacks with neutering. I think you can go back to the pads. Washable pads worked better for Joey, he seemed to have an easier time with those. Do you think some of the peeing is due to marking? This is different than peeing, and it doesn't have anything to do with emptying the batter, but more to do with marking his territory. Most people like to get their dogs neutered before marking becomes too ingrained, and it usually takes a couple of months after surgery before hormone levels are low enough so that marking isn't such a problem. Many people use belly bands for this. Neutered dogs will still want to mark outside the house though. It's extremely important to clean up any urine spots with an enzyme cleaner such as Nature's Miracle, otherwise they will be tempted to go back to the old spot.
