I have 6 owl statues in my yard and a large hawk got within 3 feet of my Chesley next to a 2 ft owl statue. Luckly Teddy at 16 + lbs jumped at the hawk and scared it away with his barking! I checked with the Lindsey Bird Sanctuary in our area when this happened and they said the owl statue will not stop a hungry hawk and it will continue to come back to an area where it has seen prey.
Even a barking dog doesn't always stop a hawk but size will deter it from completing a dive.
