Depends--what's the difference mean to you? That is where that 'difference of opinions' you mentioned comes in to play.
Making the breed better--never heard that one before...I think, "trying to match the 'ideal' within a breed as closely as possible" would better describe what many strive for, but that's a bit of a mouthful, isn't it?
