It could be a one off it could be he does not like her that not dominance at all that just normal dog not liking others just like we do not like humans . He just found a very effective way to tell her.
Rolling over to a dog or cat is not submission it usually if we must done by the pack leader t( the father or mother) in wolves to show the lessor member, his children that he not going to hurt them come play.
Not every move a dog makes needs to be ranked as dominance or Territorial it is just behavior and if we want it to stop we just need to address the behavior to change that.
