I agree with JeankieK on this one.
A small dog can have not health issues whatsoever, but still, the size makes them more prone to injury.
And yes, there are people on THIS site who breed their extremely small females and post about it quite adamately.
And also, as pointed out, the standard is NOT 4-7 pounds, it's 'not to exceed 7 pounds'--there is no wieght minimum.
