I feel your pain...I have two pups one just turned a year the other is 16 months and they have been brutal to train. I keep them in an xpen with a washable pad, food, water and their bed. They are trained to go on the pad in their pen but if they have free run and you take your eyes of them for even a minute, one of them has gone poop in a corner. Thank God they are pretty good with the pee. We let them outside for at least an hour in the morning, after lunch, suppertime etc. But they will still do their business in the house at any given chance. They are just really difficult to train but I would say mine are at least 98% there. Hopefully in time they will get it. I would try the belly band on your male, makes a big difference. Definitely get them fixed. Do whatever you have to do to make like easier for you and the pups.

Your females glands might be full from the sounds of it. Take her to the vet or groomers and have her checked. They can express them if necessary.
