Does he have worms? You mentioned you had a dewormer?
Worms can cause blood in the stool and urine but that is usually when they are heavily infested and he will need to be treated right away.
Why don't you give the vet a call and tell him his symptoms and maybe they can offer you some advice or a payment plan.

It could also be coccidia - pancreatitis (sp)- worms - any number of things - which is why he needs vet treatment - all of the above
if untreated can kill a small dog.
Make sure he's getting lots of water till you get to the vet - dehydration happens very quickly with small dogs and is very dangerous - so make sure you're getting lots of fluids in him - no matter how you do it - if you have a syringe use it if he won't drink.
