If he is peeing and pooping blood he may have an infection. I do know dog food could cause it. For right now keep him on a bland diet. Skinless white chicken breast, with white rice.
Does he have worms? You mentioned you had a dewormer?
Worms can cause blood in the stool and urine but that is usually when they are heavily infested and he will need to be treated right away.
Why don't you give the vet a call and tell him his symptoms and maybe they can offer you some advice or a payment plan.
