maybe try first to pee inside by the door on the paper.. so he is more comfortble...
and pick him up after his sleep,. playing etc then put him on the paper or outside.. when he hasnt done anything in the first min,. just wait.. if he still doesnt after 10 min or so.. take him back in,. when he starts peeing,. just say loud NO and then pick him up on the paper or outside.. wherever you want him to go.
if he is outside,. dont let im in for at least 5 min.
and if you want to try a paper.. say go pee pee..
If he does it outside or on the paper whatever you choose in the beginning PRAISE him and give him a little food of his own,. or a small cookie..

He knows he will get a reward when he does it right
Also when you do the paper.. and he is ok with that after a few days or weeks put the paper outside and ut him on it there ,. then after a while leave the paper out, but i know he will do fine
Make hi enthausiastic when he go for a walk and pee or poops..
Also dont gibe him to much space to walk the house. so in the living is ok ,. or kitchen whatever, bu not the whole house.
All my dogs were potty trained very fast ,. and i never have trouble with it,. its alot of work and patience.. but its worth the work.

Dont put him outside or punish him when you havent seen him doing it... cause he dont know.. and he probably forgot already
