Are you letting him loose in the house even though he hasn't gone potty on the pad or outside yet?
When you are in the house, trainers have suggested leaving them on a leash connected with you, so they can't roam and watch for signs, sniffing the carpet, whining, etc.. and take them out. You will learn their potty schedule quickly!
Trainers have told us that even though our yard is fenced, to take them out on a leash and keep saying "potty" or whatever word you want to use and as soon as they go, praise them and give them a treat. Only then let them off a leash to play.
I think a big part is not giving them too much freedom when you are potty training!
He is a puppy though and young, so he will have accidents. Just praise the heck out of him when he goes potty where and when you want him to go!
