Yes he is still too young, you are expecting way too much too soon. It takes time and patience to train these guys, some of them are not fully trustworthy until they are over a year old.

He is not getting the message and understanding what it is that you want. So it's a communication barrier. frequency is not the only key to training. timing is very important. right after they wake up right after they eat, right after playtime.

If you take him out at those times he is more likely to potty for you, then praise praise praise. Eventually he will get the message. Do not scold him for going inside unless you catch him in the act then tell him no and rush him outside.

Many people use the crate method and crate them when ever they are not being supervised. this works well.
