I dont know if this would be of any help to you, but I find it helping me out a bit in pee pad training.

I put Wookie in a crate at night and during the day while I'm gone. It isn't the really small ones, but its also not big enough for him to poo/pee in it comfortably. So it has forced him to hold it. And as soon as i take him out, I put him right away on the pee pad and praise him. But you can't let them roam around at all. Not even for 20 seconds, or they will pee right away. It has defiantly been a challenge for me, so I understand where you are coming from.
