Default Impossible to train my one yearold Yorkie

Pippin is in possible to train. House breaking and getting him to go potty outside was easy, and it only took a couple of months after I brought him home. I didn't need to teach him to sit he just started doing it on his own one day and put the word 'sit' with the action whenever I said it. I tried teaching him other things like 'lay down' and 'shake' or even speak but he won't do them it's like he doesn't have the attention span for it. He's a year old now and I was wondering if anyone has any good tips for teaching a dog basic commands. He still doesn't really know come or stay. We don't have a fenced in yard and sometimes when we're outside he comes out and he's not wearing his leash and he takes off and I'd love it if he'd come back when I call him.
