If you really can't make it work maybe a YTer can take her. Dogs don't understand time outs so that won't work. I would force her to let go of the toy and growl loudly right back if needed. I actuall bite our Kayla to train her and she is awesome now but boy was she hard to train! I worked on her for over three months to get her to be a part of the pack.
I hope you can either get her trained or find her a good home.
