I'm not making light of this, but really, there has got to be a better way. Perhaps statistics show that dogs neutered tend to roam less, I wonder if the dogs/cats have read that.

I suppose there would be the fine again, but the IMPORTANT part is that this dog won't be making any other dogs pregnant or getting pregnant, so there will be no unwanted offspring produced from this particular dog.
Please if you think there is a better way, lets hear some of those ideas, lawmakers are working for us, they need our input.
