I would suggest letting her interact as much as possible, especailly with other young ones and small breeds.
It's possible that she was taken from her mother before she was properly socialized. Allowing her to interact with other dogs will help her to become more socialized. Dogs recognize puppies as being babies, and although they might snap at her they will not hurt her. It is just the way that dogs tell each other "your annoying".
