The way I read it, is different. It says that the fine will be reduced if you get the dogs neutered. Not that you have to have them neutered. Right now, you can be fined for this, they are just reducing the fine if you choose to neuter. Some people would call this an incentive program. This is completely different than saying your dogs have to be neutered.
