Humm my girls go in the pads and outside I always make sure that I use one word "go potty" so they don't get confused. I have read on training books that you move the pads closer to the door then outside and give the command then when they start going outside in the pad remove the pad and always praise, praise make a big deal of it, sorry can't help you more, just becareful with hawks, eagles, coyotes other animals they can harm a yorkie easy outside and if is cold make sure he has his jackets, sweater etc
