I would NOT suggest using any kind of spray...if it is going to sit on the skin and your dogs is scratching and biting and licking...
Yes, I imagine that it could be something like detergeant that is driving her crazy. Why not? Maybe it was something she came in contact with at the vet's office? Or a lasting reaction to the anesthesia or post-op meds? Something that you are using to clean with in your house? Or that your yard has been treated with? Geez, if it's an allergy issue, it could be a wide range of things. I would start with the most obvious causes and go from there though.
