It could very easily be a food allergy. And it is not unheard of for dogs to develope an allergy over time and become intolerable to things that they had no problems with in the past. Could also be dry or irritated skin. I would suggest for the time being that you use a very mild shampoo, like a childs conditioning shampoo when bathing her. Also, maybe supplement her diet with Flax Oil--it's great for dry skin (and eyes, and coat and several other things). If you've checked for fleas and there are no signs of them, I wouldn't worry about trying to treat her for them.
