Does the puppy seem hungry?
If so try your best to get him to latch on to mom. By him nursing it will stimulate her to have more contractions.
You may have to gently open up his mouth and put it on mom's nipple. Make sure he is nice and warm first.
Is the umbilical cord cut or did mom chew it?
The cord is usually attached to the placenta.
As long as the cord isn't chewed too short to his belly he should be fine. You want about 1/2 of cord left on his belly.
If the cord isn't cut yet, tie it off with dental floss or a hemostat for one minute to stop blood flow and then cut.

Keep an eye out for the placenta. It sounds like the placenta may have went back into the mom. Try looking to see if you can see it close to the vulva. If you do try gripping and and gently pull it out, be careful as it is slippery.
Otherwise the mom will push it out when another pup is ready to come but it may put a little delay on the delivery.
