Is there a chance he might be a Yorkiepoo? I've never seen a Yorkie with curly hair unless it was a Yorkiepoo puppy. My breeder told me that Lambert Kay's shampoo is gentle on the Yorkie and leaves him with a nice coat, plus, the nice smell lasts 3-4 days! You can find it at PetsMart I believe.
