Actually, the standard is "not to exceed 7 pounds" There is no 4 lb weight minimum.
However, I agree--a female should be minimum 5 pounds to breed, with the max size maybe a bit over 7 lbs depending on various factors. Also, pelvic structure, not just weight should be considered as well.
