My lil one did the same thing when she was a puppy
(she is now 1 1/2yrs). I started having her in an xpen in the kitchen with her food/bed/potty pad/toys and she would shred the pee pad every day and do her business on my kitchen floor also, so I tried the wizdog and she managed to get the disposable out of that also... I switched to the washable pee pads and haven't had a problem since. She just recently graduated to having the full run of the kitchen during the day so I can only say, hang in there, it does get better as they get older....just at times it seems like they will never outgrow these bad habits...but they eventually do...
