You have to be more persistent than he is. Keep several cans handy, keep a can by the phone, have someone call you, and practice, the ringing probably sets him off. Say, "No Bark" shake the can, wait for him to bark again, repeat, be consistent and persistent, make him give up first. Right now you are giving up first. It took more time with the door bell, you could ring the bell yourself several times a day, and say no with a can shake. In the beginning, it takes a lot of time, but it pays off. You may need periodic refresher courses, if you don't get daily calls, but a dog's job has long been warning people of impending danger, and that's what your dog is trying to do. It's wired into them to bark at strange noises, sounds, and people. You have to train them not to.
