Go to the forum you want to post a new thread in and then in the upper left corner above the posts there is a link for "start a new thread" or something like that.
I can't remember about the profile picture. It could need to be smaller sized or it could be that you need to upload it to your album on your profile first and post it from there. If you look around there is a sticky on how to change your profile. Good luck!!
