Mine have water available all the time. They only really drink it when they eat or after playing.

If you want to reduce his water in take, instead of keeping a bowl of water down all the time, keep the bowl down but put ice cubes in it. This way he will get enough water to stay hydrated as the cubes melt but he is not drinking an excess amount of it.
