Honestly, I don't know enough about these bills to properly state an opinion - bc it seems all I hear is hype. It seems like you've done your homework - do you think these bills are good things? I.e., could these bills help with puppy mills?
[Sidebar: Interesting to note - that we'll allow our government to legislate women's bodies, but not animals? It's a bit of a different angle here - but still related to reproduction, and kind of interesting to me. I'm not opening a can of worms, just made me think of that. *shrugs*]
